It is ten years since Joseph Scholes died in Stoke Heath&lt;br /&gt;Young Offenders Institution. His family is still grieving. At Joseph's inquest the coroner called for an inquiry. This morning that was one of the issues brought up by Deborah. There has never been an inquiry into the death of a child who has died in the care of state.&lt;br /&gt;It is obvious from evidence given by reports and by evidence at coroners inquests that young people are being sent to dreadful places run by poorly trained staff without the right resources. The weekend was sponsored by Children, England and Children’s Workforce Development Council. The weekend was part of a year long project. The young women showed a lively interest and a grasp of what is happening in the world around them that I am sure would have astonished Mr. Gove.&lt;/span&gt;&lt;span lang="EN-GB"&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span lang="EN-GB"&gt;They were members of three separate Youth Clubs and came together with a real spirit of friendship and tolerance. Their demeanour, thoughtfulness and eagerness to learn defied any description of feral youth. It is difficult to imagine what she would have made of the controversy going on today about the overcrowding of prisons. There is no doubt that she would have welcomed any reduction in numbers. But she wouldn’t have been happy if this went hand in hand with fewer resources to put right the appalling conditions which exist in many of our prisons.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-GB"&gt;Nothing much seems to change where children are concerned. As late as April this year Dr Margaret Atkinson, Children’s Commissioner, called on Britain to outlaw the use of physical violence on children in custody. It was even more poignant this year following the explosion at Fukushima, Japan. The threat of nuclear disaster is still the most immediate threat to the people and the planet in this the 21&lt;sup&gt;st&lt;/sup&gt; century. It is staggering that this government, for political reasons, can even contemplate a new generation of nuclear power stations and the replacement of the nuclear missile system.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-GB"&gt;As long ago as 1978 a small group of dedicated people led by Bridget Gubbins set up the Druridge Bay Campaign. Druridge Bay is a beauty spot on the Northumberland.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-GB"&gt;Coast and was threatened by the building of a nuclear power station. The common thread that brought the campaigners together was concern for the planet and the need to expose the dangers of nuclear power. No matter how much government ministers felt they were serving the national or global interest by building nuclear power stations, the campaigners could clearly see the threat of radio active waste (deadly for tens or hundreds of thousands of years), of radio active cores being cemented up on our beaches for at least 135 years, the ever present risks of accidents and the fear of living next to an outwardly innocuous building with deadly contents inside. Bridget’s book “Power at Bay” was written at the end of this incredible campaign.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-GB"&gt; I think it is worth noting that Ronald Sampson wrote an article in Resurgence Nov-Dec 1979. He says “the response of the Thatcher administration to the horrifying warning from Harrisburg (Three Mile Island) has been to announce plans for the construction of a similar reactor at Druridge Bay, barely 20 miles from Newcastle on Tyne. Arrogant contempt for people, their opinions and their elemental safety could not be more brutally expressed. The government also announced plans for drilling operations at 11 different sites in England, Scotland and Wales to find deep accommodation for nuclear wastes. But they hasten to reassure us they will not be needed until the 21&lt;sup&gt;st&lt;/sup&gt; century.”&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-GB"&gt; It is the 21&lt;sup&gt;st&lt;/sup&gt; century. On page 293 Baroness Kennedy says the Prison Service we are told complies with the ‘principles’ of the Children's Act rather as, according to George Bush, Gantanamo Bay complies with the principles of the Geneva Convention.”&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: normal;"&gt;&lt;span style="font-size: 12pt; font-family: &amp;quot;Times New Roman&amp;quot;;" lang="EN-GB"&gt;&lt;br /&gt;Ever since I had spent a day at the week long inquest of Joseph Scholes 2002 I continued to be concerned about conditions in children’s jails. The coroner had recommended that an inquiry should be held into Joseph's death. No inquiry was held. The practice of restraining children is barbaric. I read more and more damning reports about conditions and treatment.&lt;br /&gt;In January this year the second inquest for Adam Rickwood who died in Hassockfield Secure Training Centre in August 2007 was held in Easington, Co Durham. Adam was fourteen. At his first inquest the coroner said that Adam had taken his own life. His mother struggled for six years and finally this second inquest took place. That jury unanimously condemned the running of Hassockfield as an unlawful regime with serious system failure in relation to the use of physical control in care. The jury criticised the Youth Justice Board. (How on earth could this sort of thing have developed? Secure Training Centres were set up as places of excellence.)&lt;br /&gt;I had written to the Prime Minister in 2007 when I heard that wider powers of restraint were going to be given to so-called “care” officers. My letter was passed to the Ministry of Justice and a reply explained that the Secure Training Rules set up in 1998 had been amended and that anyway, they were not to be used except as a last resort. During the two days I spent at Adam’s second inquest it was crystal clear that these rules were not being followed before or at his death. In July 2007 Gareth Myatt had died at Oakhill while being restrained. It beggars belief that in 2008 Anne Owers Chief Inspector of Prisons called for Oakhill to be closed because of the staggeringly high level of force being used by the staff.&lt;br /&gt;How dare we go on betraying our most vulnerable children? We kept to the ritual followed by the previous annual demonstrations.  They take place on the last Saturday in October.  We gather at Trafalgar Square with banners and walk slowly down to Downing Street.  I still have the banner that belonged to Pauline Campbell commemorating the death of her daughter Sarah who died in Styal prison, January 2003.  Since Pauline's own death in 2008, I have taken the banner to London joining others grieving for the men and women and children who have died in custody.  Today's demonstration was very moving.  Families took it in turn to tell their story as they stood outside the gates of Downing St.  A letter that was to be handed in to the Prime Mionister was read out.  The police refused to open the gate and accept the letter.  A copy was posted on the gate and another will be delivered by post.  All this took place with a policeman with his machine gun at the ready on the other side of the gate.  The protestors voiced their disapproval. During her brief and passionate campaign she opposed the injustice meted out to vulnerable young women. Her aim was to abolish prisons, which she saw clearly did not work.They are used simply as a dumping ground for the sick and mentally ill people abandoned by a society that has no time for them.  What would Pauline have made of the outcome of this election? The present government is made up of rich, privately educated white men.  They have already talked of building more prisons. I was appalledat the callousness and the lack of regard for the future welfareof these our children,that successive government showed  The book haunted me and when I was next on trial in Helensburgh for demonstrating against theTrident nuclear submarine I waved the book at the magistrate to prove that politicians do not neccessarily act in the interests of the citizen and for some reason in this country almost certainly not in the intrests of of our children.&lt;br /&gt;We have more children in prison than any other European country.Report after report comes out damning our Young Offenders Instituitions now all being run privately for profit. Not one public inquiry has ever been made into the death of a child occurring in one of them even though the death might have been caused by restraint.Now Mr.Aynsley-Green has concerns about the imprisonment of children in the immigratinon detention centre at Yarl'sWood where some mother's are currently on hunger strike.Even the Church's are calling for better treatment for the children.&lt;br /&gt;Itis good that Gordon Brown apologised last week for what happened to our orphans in the past but surely lessons have been learned.But some of our most vulnerable children and their families are suffering now and action shold be taken now. In 2002 I read Margaret Humphrey's book,"Empty cradles".I was &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_0"&gt;profoundly&lt;/span&gt; disturbed to &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;learn how&lt;/span&gt; the government had connived with the churches and other agencies in emptying our orphanages, shipping children off to &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_2"&gt;Commonwealth&lt;/span&gt; countries without ever following up on the treatment they received once they got there. Ed Ball, Minister for children was reported in recent newspapers as saying "this was indeed a stain on our society" An apology is to be made by Gordon Brown in the New Year for this forced migration of our children and for the suffering that was meted out to them&lt;br /&gt;&lt;br /&gt;Perhaps Ed Ball would also look responsibly into a present day &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;stain&lt;/span&gt; on our society? Her aim was to abolish prisons which she could clearly see did not work. They are used simply as a dumping ground for the sick and mentally ill who are abandoned by a society with no time for them.&lt;br /&gt;&lt;br /&gt;What would Pauline have made of the outcome of this election? The present government is made up of rich privately educated white men. We gave out prepared leaflets and invited passers by to sign the CND petition asking the government to agree to a Convention in 2020 and to ensure the cancellation of all preparations to renew the Trident nuclear weapons system. And this time on a &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_2"&gt;newly&lt;/span&gt; opened young offenders prison for 15 -18 yr old boys, &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;Cookham&lt;/span&gt; Wood Kent.&lt;br /&gt;She &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;found boys&lt;/span&gt; hiding in their cells. She found a &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_5"&gt;seriously&lt;/span&gt; unsafe and poorly controlled environment with tense relations between boys and staff. Force was being used and more than a third had been physically restrained. The residential units were claustrophobic.Imagine teenagers confined in such conditions. The last paragraph of the letter I got back reads: "courts must retain the power to decide in individual cases what sentence is appropriate in the light of all the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_0"&gt;circumstances&lt;/span&gt; of the offence and the offender"&lt;br /&gt;&lt;br /&gt;On 23rd. June, 2009 I read in the newspapers that an urgent review is to be launched into the injuries of ten children at &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;Castington&lt;/span&gt;&lt;/span&gt; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;YOI&lt;/span&gt;&lt;/span&gt; following restraint by the staff. How can the courts ever think that sentencing a child to a two year period of pain and violence is appropriate? Any parent who restrained a child in such a manner as to break bones would be in serious trouble.&lt;br /&gt;&lt;br /&gt;Why then does the State, having assumed the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;responsibility&lt;/span&gt; of the parents, give prison officers the tacit permission to use violence - indeed trains them in restraining techniques?&lt;br /&gt;&lt;br /&gt;Phil &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;Wheatley&lt;/span&gt;&lt;/span&gt;, director general of the National Offender Management Service has accepted and recommended Dame Anne &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;Ower's&lt;/span&gt; (Chief Inspector of Prison's) call for an independent inquiry.&lt;br /&gt;&lt;br /&gt;It is outrageous that yet again &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;Wheately&lt;/span&gt; sees fit to use the mantra "so that lessons can be learned". This is a letter to my MP in response to this information.25.5.09&lt;br /&gt;&lt;br /&gt;Dear Stephen O'Brien,&lt;br /&gt;&lt;br /&gt;                                       Today Gordon Brown, Prime Minister, used the words erroneous , misguided and a danger to the world to describe the nuclear test which took place in North Korea which was reported to day.I believe the same words can equally be used to describe the threatened renewal of the Trident nuclear submarines. Far from ensuring the security  of future generations their potential use in a war condemns the peoples of the earth to constant fear and insecurity.&lt;br /&gt;                                           They are not, and never have been, a deterrent. We were led to the brink of  disaster in spite of them in the Cold War. Geoff Hoon threatened to use them against Iraq in March 2002 and they certainly are not a deterrent against terrorists.I know from personel experiencejust how vulnerable the submarine base at Faslane really is and having a nuclear arsenal there lays the population of Britain to the risk of an attack.&lt;br /&gt;                                             It is true ,as you say,that nuclear weapons cannot be un-invented but it is wrong to imply that we cannot dismantle and dispense with them. I believe that some of the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_2"&gt;politicians&lt;/span&gt; in whom she put her trust are not fit to hold a candle to her. If they had gone a little way towards meeting her demands for a better deal for women in prison she might still be alive today.&lt;br /&gt;&lt;br /&gt;Her heroine of all time was Elizabeth Fry. Cynthia Burek of Chester University,a geologist, who is the first Professor of Geoconservation in the world gave a talk on the role of women in the history of geology. the title was " The Role of   Women in the Development of Geology in Wales." Pathe Gazette news and the BBC radio left us in no doubt as to the horrifying , destructive,devastating effect of these bombs and the terrible suffering inflicted on the civilian population.Wilfred Burchett was the first correspondent to enter Hiroshima one month later. He sent an uncensored report to the Daily Express describing the cataclysmic suffering he encountered in the city after visiting a makeshift hospital.The title of his dis patch was- The Atomic Plague- the plague being the radiation. He said he was writing it as a warning to the world. The occupation authorities denied any radiation and staight away imposed strict censorship and withdrew his press accreditation. General Groves, responsible for the planning  and manufacturing of the bomb reassured the US Gongress that radiation caused no undue suffering-  in fact, he said, it is a very pleasant way to die.&lt;br /&gt;&lt;br /&gt;By 1946   the US Stategic Bombing Survey concludedthat Japan would have surrendered even if  the bombs had not been dropped. Wilfred Burchett said, "Hiroshima changed my life and I became active on the question of nuclear dis armament. It was not possible to stand by.&lt;br /&gt;&lt;br /&gt;                           It would take too long to list the number of people who have striven to warn the world since then. Einstein,Mountbatten,General Lee Butler,Chomsky,Harold Pinter are a few of them. Sean McBride winner of the Nobel Peace Prize 1974 said then that the time had come for we, the people, to demand the outlawing of nuclear weapons- it is  essential that the ordinary people of the world should have a say about their own survival.&lt;br /&gt;&lt;br /&gt;The unbelievable escalation of nuclear weapons that has taken place since 1945 is manifested by the deployment of the Trident submarines and the ongoing enlargement of the Adermaston Weapons Establishment. Joining Trident Ploughshares in 1998 is my way of having my say about an issue that has affected people all over the world throughout my lifetime and even now is threatening the future of my grandchildren. I will, with the example of Wilfred Burchett always before me,remain active on the question of nuclear dis armament. October, 2008 at &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;Aldermaston&lt;/span&gt; nuclear weapons facility.&lt;br /&gt;&lt;br /&gt;The trial will take place on Monday 9&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;th&lt;/span&gt;. March at Reading District Court at 9.30 a.m.&lt;br /&gt;&lt;br /&gt;I'm remembering the day of that Big Blockade. Trident Ploughshares action, together with &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;CND&lt;/span&gt;. There were 33 arrests in total.  I was arrested for obstruction of the highway with a 'non-motor' vehicle.&lt;br /&gt;&lt;br /&gt;The police sent a video to me which was very helpful. The protest took place outside the Home Office with a comfortable group of five people. N. provided the leaflets (thank you) and negotiated with the police so that we did not stand in the designated demonstration pens.&lt;br /&gt;&lt;br /&gt;At the end of an hour J. and I took the letter into the main entrance. We refused to go through security. I explained why we were there.&lt;br /&gt;&lt;br /&gt;We went up to a woman with the letter.  She refused to accept it. J. , astonished, asked if she was categorically refusing to accept a letter for the Home Secretary. The Home Office employee called up a man who said it should be taken to the post room which was at the back of the building.&lt;br /&gt;&lt;br /&gt;Unbelievably, we went out and P. came with me. We passed the side entrance with it's tight security and waved out a guard who came and told us how to find the post room. Down the side we went and turned along the back and saw nothing that suggested a post room.&lt;br /&gt;&lt;br /&gt;At the end of the street we went up the other side and saw the same security arrangements. A lady emerged who was helpful. She said look for vans and a barrier. Also we backtracked and met two police.&lt;br /&gt;&lt;br /&gt;They had no idea where the post room was. The policewoman gave me the number of the Events Office from where it would be sent to Downing Street. That seemed to be a good idea. We set off and lo and behold inset into the building we saw a barrier.&lt;br /&gt;&lt;br /&gt;A workman, just inside, confirmed that this was indeed the post room. I had explained about the letter. I made to go through the barrier. An elderly man in a fluorescent waistcoat, obviously an employee left the office and walked to meet me. He was confused because it was not in an envelope and had no apparent address but agreed that 'Dear Jacqui Smith' would be enough in the circumstances. He was adamant that it would be put in the post and he would see that it got to Jacqui Smith. Thank goodness for honest British workmen I said. I felt I had been treated with patience, kindness, and dignity at the tradesman's entrance.&lt;br /&gt;&lt;br /&gt;I can't help thinking of the 1st labour conference in Bournemouth. Every meeting I went to we told that Labour  had been elected to listen to the people. I believed them. When I gave the conference report to constituency meeting I ended it saying - if this Labour government fails it will be because of our failure to communicate with them. They are going to listen to the people. February</title><content type='html'>Sadly, another woman has died in prison. We who care about justice and prisons are not going to let this go unchallenged.&lt;br /&gt;&lt;br /&gt;As we know, the Home Office as a lot to answer for. We will be there to demonstrate outside the Home Office in London this Thursday 19&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;th&lt;/span&gt;. February from 1.p.m until 2.p.m.&lt;br /&gt;&lt;br /&gt;On such demonstrations the 'suffragette of penal reform' - our dear friend Pauline Campbell - used to hand over a letter to the person in charge of an institution responsible.&lt;br /&gt;&lt;br /&gt;This time the letter will not be in a sealed envelope. What we have to say, this truth, is out in the open for everyone to see. Our government needs to wake up and put an end to the grief. Put an end to the pain.&lt;br /&gt;&lt;br /&gt;Here is what we are going to say - the letter contains three important demands for change:&lt;br /&gt;&lt;br /&gt;To Jacqui Smith,&lt;br /&gt;&lt;br /&gt;We are demonstrating today in protest of yet another death of a woman in prison.&lt;br /&gt;&lt;br /&gt;On the 25&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;th&lt;/span&gt;. January, 2009 a demonstration was held outside &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;Styal&lt;/span&gt; prison in protest against the death of Alison &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;Colk&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;On the 30&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;th&lt;/span&gt;. January Samantha Dainty died in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;Foston&lt;/span&gt; Hall prison, Derby. Her death was self-inflicted.&lt;br /&gt;&lt;br /&gt;After her daughter died in 2003 Pauline Campbell devoted the rest of her life to campaigning against the death of women in prison. Prison does not work, prisons are not safe places for women. Pauline called for alternative ways to tackle this problem.&lt;br /&gt;&lt;br /&gt;Surely, by now, lessons should have been learned but already we have two deaths in 2009.&lt;br /&gt;&lt;br /&gt;What is needed is courageous action.&lt;br /&gt;&lt;br /&gt;We demand:&lt;br /&gt;&lt;br /&gt;1. That women should be placed in smaller units so that they can be nearer their family and friends.&lt;br /&gt;&lt;br /&gt;2. The courts should give women community based alternatives to prison.&lt;br /&gt;&lt;br /&gt;3. The age of criminal discrimination in Finland is  15 years but in practice no young person is put in prison under 21 years. Here it is 10 years ; in Scotland 8 years.&lt;br /&gt;&lt;br /&gt;In  Finland the emphasis is on welfare, education, psychiatric and medical help.60% of our childrenin prison have mental health problems.Rod morgan, youth justice board pointed out that it costs £2000 pre annum to keep a child in prison. Alternative options such as those used in Scandinavia would cost much less.&lt;br /&gt;&lt;br /&gt;Michael Howard, however , felt that magistrates here are doing the right thing.The courts are only detaining them appropriately, children are not locked up for the first offence. According to him prison is only used as a last resort. on Wednesday to travel to &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;Styal&lt;/span&gt; without Pauline.She would have been so angry ,and fuming &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;all&lt;/span&gt; has referred to Styal as:&lt;br /&gt;‘ a prison with a disturbing history of deaths of vulnerable women’.&lt;br /&gt;&lt;br /&gt;INQUEST SAID:&lt;br /&gt;&lt;br /&gt;"It is deeply shocking that a woman has died one day into her sentence. Vital questions need to be asked about what possible justification can there be in sentencing a woman to just 28 days. Despite high level scrutiny of Styal prison, serious concerns remain about the safety and quality of life for women held there and why lessons from previous deaths appear not to have been learned. Unless more women are diverted from prison the increase in self inflicted deaths and the associated high levels of self harm, mental distress and family disruption will continue".
